Facebook recently launched a new service, called Discover, that uses a controversial practice called zero-rating to help people stay connected to the internet. It delivers only the text-based elements of websites, and in exchange, Facebook made a deal with mobile providers that they will provide a set level of access to the service outside of data caps. Discover represents a significant improvement over Facebook's prior zero-rating product, Free Basics, by better job preserving user choice and facilitating more continuous access to the internet.
